    Your wording leaves out the information needed to decide if you are or not. If you were only paying 4 percent of your gross income, then you got a refund from the government. If you had to pay, there's no way it's 4 percent of gross income. So yes, you could very easily be overtaxed.

    I am a lower income person, and I am hoping for either a flat tax or a consumption tax. It would be much better than the current tax system. A flat tax is a start. A consumption-only tax with no income tax whatsoever is golden.
