You no longer need a nuclear explosion to produce an electromagnetic pulse.
I'm conflicted about this idea. On the one hand, you can take out an enemy's electronic assets cleanly, leaving them blind, deaf and hobbled. No vehicles, no radios, no electronic intelligence at all. Boom, out go the lights. Literally.
On the other hand, it's only a matter of time before this gets copied by other nations and a new arms race is on. God forbid a terrorist gets hold of one of these devices.
Because these little killjoys are not nuclear, they can be used with relative impunity.
