Halter Help

I just got my first halter top dress. The only problem is that there are a couple of rolls of fat that just really aren't flattering and my boobs are drooping down. If I go one size lower, it's just too tight and if I go one size higher, my boobs fall out when I bend over.
I was wondering if anyone has any tips for what to buy to help me a bit with this problem.
