Has anyone seen the articles about Paul Soto, the NYPD officer who was denied job related disability status?

I'm curious if anyone might be aware of an average weight NYPD retiree who may have already been on desk duty and taking early retirement due to health issues (diabetes, hypertension, blindness, loss of limb, etc) and then been injured on the job and went on to receive an accident disability pension from NYPD. Being able to cite a specific case would help if Paul decides to appeal. (I'd hate for this case to stand as caselaw in NY.)
