What is a political refugee? Is it not a person who flees a country with a "well founded fear of being persecuted" for his or her political opinions? The international law requires that nations should provide a safe haven for these people once they are screened by the country.

So, in 1994, 50,000 Haitians fled into the sea from a military dictatorship that had been armed by the UNITED STATES! Instead of complying with the international law and screening these Haitians, PRESIDENT BILL CLINTON forcibly returned them over to the military dictators in Port-Au Prince. Yes, Bill Clinton! At the same time, without lawful screening, the Clinton administration was assisting CUBAN refugees at the sea and welcoming them to America. Now Cuba was in much better shape than Haiti, yet we have a double standard on how we treat Haitians refugees and those from Cuba.

Can someone explain to me this little double standard? I'm open to learning.
