The Wall Street Journal opinion piece describes private sector unions, but that could also apply to non-union workers. They are all taxpayers too.
The taxpayers who are also voters have greater power then public employee unions. The Congress and state legislatures writes the rules that permit collective bargaining. If the unions don't agree to concessions then the rules may change. The courts enforce the law, but the Congress and state legislatures write the laws.
