Uploading Issues

I didn't know where to post this so I thought I'd try here. I'm having a problem with uploading pictures. Every time I click the "Manage Attachments" button or the paperclip icon, nothing happens. The button appears as if it has been clicked but then there is no change of screen and no option to actually upload anything.

Has anybody else had this kind of trouble and if so then how did you solve it?... if you solved it.
