Probably because hybrid and electric vehicles weigh less and and don't stress the infrastructure as much, but hey what do I know? According to this article movement to more fuel efficient cars is leading to government wanting to replace fuel taxes with "usage" taxes for roads.
In Oregon people in a pilot program allowed gas stations to monitor mileage to calculate the tax. Of course that system wouldn't be fair to off-roading enthusiasts or people who mostly traverse unimproved dirt roads in rural areas, but then again the fuel tax wasn't really fair to them anyway. I wonder if people using home heating oil to fuel up their diesel vehicles is prompting this too?
