The Bill has an exception if there is clear and convincing evidence that the parent has physically abused the minor (read the minors word is not good enough and psychological abuse or abandonment/banishment is not enough).
The Bill also gives parents the right to challenge their daughter's decision in court and requires the court to stay any procedure until the court has issued a final ruling (given time constraints this means that any parent with enough money to hire a lawyer can prevent his or her child from having an abortion).
